China loot-box probability disclosure vs global gacha ads

Operator checklist from the Ministry of Culture notice on regulating online-game operations (effective 1 May 2017, Beijing.gov.cn republication): random-draw pages must publish names, properties, quantities and probabilities; global gacha ads cannot omit China-facing disclosure duties.

The Ministry of Culture notice 关于规范网络游戏运营加强事中事后监管工作的通知 (implementation date on the republication: 1 May 2017), opened 20 September 2026 via Beijing.gov.cn, remains the commonly cited primary rule for random-draw disclosure in Mainland China online games. Preserve the 2017 document date; this card does not restate it as a 2026 enactment.

Rules on the notice (random draw)

  • Operators offering virtual items / value-added services by random draw must not require users to participate by directly spending legal tender or game currency.
  • Publish on the official site or the random-draw page: names, properties, content, quantities, and draw or synthesis probabilities for all possible items; information must be true and effective.
  • Publish participant draw results in a prominent place and retain records ≥90 days.
  • Provide a non-random way to obtain items of the same performance (exchange or direct purchase with game currency).

UA checklist vs global gacha ads

  1. If the China SKU runs gacha, the rates page URL in the store / official site must match live banner probabilities before any China UA flight.
  2. Global end-cards that show SSR hero pulls without a China rates deep-link fail this checklist for Mainland traffic.
  3. Do not claim “guaranteed” outcomes in China creatives unless the disclosed pity / probability text supports the exact wording.
