Brazil Decree 12.880/2026 implements Digital ECA; loot-box-free versions allowed (18 Mar 2026)

Planalto’s DECRETO Nº 12.880, DE 18 DE MARÇO DE 2026 regulates Lei 15.211/2025 and institutes a national policy for child and adolescent rights in digital environments. The sole paragraph of Article 1 assigns ANPD regulation and supervision of Lei 15.211, without prejudice to other child-protection bodies.

Loot boxes — Article 23

Article 23 requires suppliers of electronic games with loot boxes to verify users’ age under Lei 15.211 Art. 20 so that children and adolescents cannot access that feature. §1 allows those games to offer versions without loot boxes or to restrict the loot-box feature entirely by default, in which case age verification for that duty is dispensed. Age-rating rules in Article 12 §2 expressly list loot boxes among risks that must be signalled, restating the Art. 20 ban for child/adolescent-directed or likely-accessed games.

Broader chapters set proportionality, minimisation and anti-profiling rules for age assurance, ban mere self-declaration where verification is required for prohibited products, and instruct app stores/OS vendors to supply age signals.
