Türkiye child-profiling ad limits for F2P

Checklist implementing Official Gazette MADDE 25/A(3): no personal-data profiling-based targeted ads where the consumer is known or reasonably expected to be a child (in force 1 August 2026).
Purpose
Configure Türkiye paid social and UAC so child-likely users are not reached via personal-data profiling for targeted ads.
Rule
Official Gazette 1 July 2026, in force 1 August 2026, new MADDE 25/A(3): where it is known or reasonably expected that the consumer is a child, targeted advertising using profiling methods based on personal data cannot be carried out. Adult targeted ads still require direct, easily accessible information on criteria and how to change them (25/A(2)).
Checklist
| # | Check | Pass if |
|---|---|---|
| 1 | Age floors | Campaign age minimum set at adult thresholds on each network |
| 2 | Lookalikes / interest | No seed audiences built from known child players |
| 3 | Retargeting | Exclude child accounts / low-age MMP cohorts from TR profiled pools |
| 4 | Contextual only | If serving near-child inventory, drop profiled personalisation |
| 5 | Transparency UI | Landing or ad explains targeting criteria where adult targeted ads run |
| 6 | Creative AI | Separate AI-disclosure duties under amended Art. 18 if applicable |
Limits
“Reasonably expected to be a child” will be clarified by Advertisement Board practice; log ambiguous inventory as blocked until counsel clears it.
