Brazil Law 15.211/2025 (Digital ECA) enacts loot-box ban for child/adolescent games (17 Sep 2025)

Lei nº 15.211 of 17 September 2025, published in the Diário Oficial da União, defines loot boxes and in Article 20 bans them in electronic games aimed at or likely accessed by children and adolescents, with further duties on profiling ads and age assurance.
The Diário Oficial da União entry LEI Nº 15.211, DE 17 DE SETEMBRO DE 2025 (published 17 September 2025, Edition 177-A, Extra A) enacts the Digital Statute of the Child and Adolescent (Estatuto Digital da Criança e do Adolescente). Article 1 applies the law to information-technology products or services directed at children and adolescents in Brazil or of probable access by them, regardless of where the product is developed or operated.
Game and ads provisions body-read on the DOU text
- Article 2, IV defines caixa de recompensa (loot box) as a paid in-game feature that delivers consumable virtual items or random advantages without prior knowledge of the content or a guarantee of usefulness.
- Article 20 prohibits loot boxes offered in electronic games directed at children and adolescents or of probable access by them, under the applicable age rating (classificação indicativa).
- Article 21 requires chat/interaction safeguards aligned with Lei 14.852/2024 for games with user messaging, with parental-consent defaults.
- Article 22 prohibits using profiling techniques to target commercial advertising at children and adolescents, and likewise bans emotional analysis / AR / XR / VR for that purpose.
- Article 26 separately bans behavioural profiling of child/adolescent users for commercial ad targeting.
Sanctions in Article 35 include warnings, fines up to 10% of Brazil group turnover (or per-user formulae capped at R$ 50 million per infringement), temporary suspension and prohibition of activities, with foreign entities’ Brazilian branches jointly liable for fines.
