Commission preliminary findings: TikTok minors privacy defaults under DSA

On 24 July 2026 the European Commission sent TikTok preliminary findings that minors’ accounts do not meet the safety standards required under the Digital Services Act.

What the preliminary findings say

On TikTok, minors can set accounts to ‘public’, allowing any user — including people without a TikTok account — to view minors’ content. Content from older minors (16–17) can also be recommended to any TikTok user through the For You Feed. The Commission preliminarily considers that TikTok should adjust default settings of minors’ ‘public’ accounts so content is, by default, visible only to TikTok users the minor has accepted; content should not be accessible to a global audience outside the platform; and TikTok should refrain from recommending minors’ content via For You.

These findings do not prejudge the final outcome. TikTok may examine the file and reply in writing. A later non-compliance decision could carry fines of up to 6% of worldwide annual turnover — that penalty is not recorded as imposed on this page.
