Chambers Gaming Law 2025 Philippines records PAGCOR’s GA/SSP accreditation Revision 1 effective 2 October 2025 with transition to 31 March 2026, including marketing or promotional services.
The Chambers Gaming Law 2025 Philippines chapter (last updated 25 November 2025) records that under PAGCOR’s Regulatory Framework for the Accreditation of Gaming Affiliates (GAs) and Support Service Providers (SSPs), Revision No. 1, effective 2 October 2025, all B2B entities — including game content providers, aggregators, payment gateways, marketing or promotional services (MPS), independent game testing laboratories and other third-party providers — must obtain local accreditation. A transition period runs until 31 March 2026, after which only accredited B2B providers may operate.
Why UA / agency teams care
MPS is explicitly in the accreditation set. Chambers states MPS covers services that create and manage marketing and promotional activities aimed at player engagement, retention, spending and loyalty, and may include digital marketing and paid advertising, subject to PAGCOR ethical and responsible-gaming standards and domestic-market targeting. Non-accredited marketing entities risk being unable to serve licensed operators after the transition.
Foreign providers servicing Philippine licensees are expected to establish a local presence or registration (SEC, tax, local officers/offices) alongside PAGCOR accreditation, or — for a foreign GA that does not secure its own accreditation — appoint an already accredited GA or GSA as exclusive distributor (maximum five distributorships per accredited entity, as summarised).
