Türkiye Law No. 7578: game-platform duties under the Internet Law (in force 1 November 2026)

Resmî Gazete, 1 May 2026 (issue 33240) publishes Law No. 7578 (accepted 22 April 2026), amending Law 5651. MADDE 21 inserts definitions for Oyun, Oyun dağıtıcı, Oyun geliştirici and Oyun platformu. MADDE 23 adds EK MADDE 5 on game platforms. MADDE 27 states that MADDE 22 and MADDE 23 enter into force six months after publication — 1 November 2026 — while other articles enter on publication day.

Documented game-platform duties (EK MADDE 5)

1. Age rating. A game platform may not offer games that are not properly age-classified; unclassified titles may be offered only if assigned the highest age criterion. Improperly classified content must be removed, without prejudice to content/hosting duties.
2. Local representative. A foreign-sourced game platform with more than 100,000 daily accesses from Türkiye must appoint a natural or legal person representative in Türkiye for ICTA (Kurum), Union, judicial and administrative notices, notify the Authority, and publish the representative’s contact details on its website in an easily visible, directly accessible way.
3. Parental controls. Clear, usable tools must cover account-setting control and make purchases, rentals and paid memberships subject to parental permission or approval.
4. Disclosure to ICTA. The Authority may demand organisational, systems and data-processing explanations tied to the Act; responses within a period set by the Authority not exceeding fifteen days.
5. Sanctions ladder. Notification → administrative fines (first band one to ten million Turkish lira; second ten to thirty million) → bandwidth throttling applications if non-compliance continues.

Detailed rating procedures are left to an ICTA regulation.

Foreign F2P publishers and store-like platforms serving Türkiye should calendar the November 2026 local-rep and parental-IAP gates now; do not wait for the secondary ICTA regulation to start counsel scoping.
