GOV.UK hosts DCMS-commissioned rapid evidence review of skins gambling (Harris, Griffiths, Gibson / Nottingham Trent). Skins gambling sites are not legal in GB; report is evidence, not legislation.
On 25 September 2025, the Department for Culture, Media and Sport published A rapid evidence review of skins gambling on GOV.UK. Documented findings relevant to F2P / UA
The executive summary states skins gambling websites are not considered legal in Great Britain and do not abide by requirements of regulated gambling; the Gambling Commission works to remove and block such sites for Britons. Over 50 skins gambling websites were identified as accessible from the UK. Across 45 sites with traffic data, 6.9 million unique visits were recorded globally for February 2025, with the UK at 3.93% of that traffic.
The review links skins gambling to loot-box onboarding channels and reports elevated problem-gambling severity among participants even when controlling for other gambling. It notes design features such as near-misses, losses disguised as wins and high event frequency. Policy discussion emphasises enforcement and cross-border challenges rather than announcing a new Act on this page.
Limits
This is an evidence base, not a statutory change. It informs brand-safety posture and future legislative options; it does not by itself ban loot boxes in UK store listings or set ASA monitoring dates (those are separate instruments).
