Apple App Store China continues to require NPPA approval number for paid/IAP games

NZ MFAT’s September 2026 China mobile-gaming market report states Apple’s China App Store requires an ISBN before a game can be made available to Chinese users.
New Zealand’s Ministry of Foreign Affairs and Trade market report Entering China’s Mobile Gaming Market (Creative and ICT; labelled September 2026 on the page opened 20 September 2026) summarises China licensing for exporters. On distribution it states that once a game obtains an ISBN, partners distribute through China-specific platforms, and that Apple’s App Store is available but requires publishers to provide an ISBN number before a product can be made available for Chinese users.
Scope and limits of this source
MFAT describes the ISBN as the official approval required to legally publish and monetise a game in mainland China, obtained via a mainland Chinese operator and publisher — foreign companies cannot apply directly, and Hong Kong or Macao partners are not substitutes for that mainland path. Mandatory submission materials listed in the same report include the full game build, script/assets, monetisation design, real-name authentication and anti-addiction mechanisms. The report’s Apple sentence is a distribution requirement restatement, not an App Store Connect screenshot.
Apple’s own Help page on China mainland compliance information covers USCI display for China-based organisations and does not, on that page, restate the game ISBN field; do not conflate the two documents. Historical China practice tied paid/IAP games to the approval number; MFAT’s 2026 wording is the ISBN gate for availability to Chinese users. The report does not publish CPI, spend or a live App Store Connect UI path.
