MIIT Mobile Internet App filing deadline for existing apps: 31 March 2024

On 4 August 2023 the Ministry of Industry and Information Technology published 工业和信息化部关于开展移动互联网应用程序备案工作的通知 (工信部信管〔2023〕105号; document date 21 July 2023). This edition records the stock-app filing deadline written into that notice. Preserve 2023–2024 document dates; do not rewrite the notice as a September 2026 announcement.

What the notice ordered

APP hosts providing internet information services inside the PRC must complete filing; unfiled apps “shall not” engage in APP internet information services. Filing runs through network-access providers and distribution platforms — the notice explicitly includes mini programs and quick apps — via the national internet basic-resource system (ICP/IP/domain filing system). Provincial communications administrations issue a filing number within twenty working days when materials are complete and accurate, and publish filing information through the system. Hosts must display the filing number in a conspicuous place inside the APP with a link to the filing query site; distribution platforms must display filing numbers for distributed apps and report distribution information to telecom authorities.

Work schedule on the notice:

• Preparation through end-August 2023 (systems and plans).
• Stock APP filing phase: September 2023–March 2024 for apps already in business before the notice. Apps that already held website ICP filings only needed to supplement APP information.
• Apps starting after the notice must file before launching.
• Network-access providers, distribution platforms and smart-terminal makers must not provide access, distribution or pre-installation for unfiled apps.

Download the deadline card. Apple China, domestic Android stores and WeChat/mini platforms all sit downstream of this filing duty once stores enforce it.
