CAC’s 29 December 2025 announcement requires personal-information handlers that process minors’ data to file the prior year’s minors PI compliance-audit status online by the end of January each year — first window ends 31 January 2026.

The Cyberspace Administration of China page 关于报送未成年人个人信息保护合规审计情况的公告, opened 20 September 2026, is dated 29 December 2025. It cites PIPL, the Minors Network Protection Regulations, and the Personal Information Protection Compliance Audit Measures.

Filing rules on the page

  1. Obligation. Under Article 37 of the Minors Network Protection Regulations, handlers must conduct an annual compliance audit of minors’ personal-information processing (self-audit or via a professional institution) and file the audit status with the prefecture-level cyberspace authority where they are located.
  2. Timing. Handlers that process minors’ personal information must file the prior year’s minors PI protection compliance-audit status by the end of January each year. The first operational window under this announcement therefore closes 31 January 2026 for calendar-year 2025 activity.
  3. Channel. Online only, via the Personal Information Protection Business System (https://grxxbh.cacdtsc.cn), following the system’s filing instructions (first edition), or via the national cyberspace government-services hall entry on cac.gov.cn.
  4. Liability. Failure to audit and file is handled under PIPL, the Minors Network Protection Regulations, and the Compliance Audit Measures.
