The 26 April 2024 NPC Standing Committee decision amends Article 9 of the Law on the Protection of Minors on government coordination. It does not newly enact game clock or spend rules in that decision text.
On 26 April 2024 the 14th NPC Standing Committee’s ninth meeting adopted a decision amending three statutes, including the Law of the People’s Republic of China on the Protection of Minors. The decision states it takes effect on the date of promulgation. The page we opened on 20 September 2026 is the official NPC text.
What the 2024 decision actually changes
Section II of the decision replaces Article 9 with: governments at all levels shall emphasise and strengthen minors’ protection work; the county-level-and-above government body responsible for women and children’s work shall organise, coordinate, guide and supervise minors’ protection work; and relevant departments shall perform related work within their duties.
That is an institutional coordination amendment. On the face of this decision text, it does not newly write online-game real-name rules, age classification, or 22:00–08:00 service bans. Those game-facing duties live primarily in the 2020 network-protection chapter of the Minors Protection Law and in the separate 未成年人网络保护条例 effective 1 January 2024 — different instruments.
