What happened after the notice
The public requirement set a submission-related deadline. The current help explains the continuing role of content descriptions, controls and capabilities in determining the rating. This follow-up does not infer an announcement date from the identifier in a URL, and it does not turn the deadline into a claim that Apple removed every incomplete app.
The useful editorial correction to an oversimplified reading is that a deadline does not make product description a one-time exercise. A game can change after the form was completed. The evidence attached to an old submission may no longer describe a new feature accurately.
Recheck the product, then the promise
Our recommendation is to have the product owner review meaningful changes before the store owner updates answers. Growth should then compare the intended audience and creative promise with the actual listing and experience.
