Families / Kids category ad and IAP constraints that hit hybrid games

Current Apple Kids Category and Google Play Families ads/monetisation rules that constrain hybrid IAP+IAA designs. Requirement record, not a dated policy flip.

Hybrid monetisation (IAP plus rewarded or interstitial IAA) collides with child-directed store programmes. This record body-reads current Apple and Google Play requirements. It is a current-requirement card, not a claim that a new rule shipped on 20 September 2026. Discrete announcement dates on these living documents were not a single calendar stamp in the retrieved bodies.

Apple Kids Category (Guideline 1.3) and ads (2.5.18)

App Store Review Guidelines 1.3 Kids Category requires that Kids Category apps must not include links out of the app, purchasing opportunities or other distractions to kids unless reserved behind a parental gate. Kids Category apps may not send PII or device information to third parties and should not include third-party analytics or third-party advertising. Limited exceptions exist for analytics that do not collect IDFA/identifiable child or device data, and for contextual third-party ads whose services publish Kids practices including human review of creatives.

Guideline 2.5.18 further states display ads must be appropriate for the app’s age rating and may not engage in targeted or behavioural advertising based on… kids (e.g. from apps in the App Store’s Kids Category). Interstitials must be labelled and provide accessible close/skip controls.

Guideline 3.1.1 still requires in-app purchase for digital unlocks inside the app, and states apps offering loot boxes or randomised virtual items for purchase must disclose odds prior to purchase—relevant when hybrid titles keep gacha behind IAP even outside Kids Category.

Google Play Families ads and monetisation

Google Play Families Policies (Ads and Monetization) apply when children are in the target audience. Ads to children or users of unknown age must use Families Self-Certified Ads SDKs, must not use interest-based advertising or remarketing, must be child-appropriate, and must follow Families ad format rules. Format prohibitions for child / unknown-age traffic include disruptive full-screen ads without clear dismiss, rewarded/opt-in ads not closeable after 5 seconds, interstitials immediately on launch, multiple ad placements on a page, offerwalls/immersive ads not clearly distinguishable from content, and shocking or emotionally manipulative tactics to encourage ads or IAP.

Limits

Body-read of Apple Review Guidelines and Google Play Families Policies pages on 20 September 2026. No App Review ticket, Play enforcement email, or AdMob account policy dump was inspected.
