Türkiye Commercial Advertisement Regulation: targeted ads, AI disclosure, child-profiling ban (1 August 2026)

Official Gazette of 1 July 2026 amends the Commercial Advertisement and Unfair Commercial Practices Regulation; MADDE 25/A bans profiling-based targeted ads where the consumer is known or reasonably expected to be a child, in force 1 August 2026.

The 1 July 2026 Official Gazette amendment to the Regulation on Commercial Advertisement and Unfair Commercial Practices (MADDE 15) enters into force on 1 August 2026.

New MADDE 25/A defines targeted advertising as sellers, providers or distance-contract intermediaries analysing consumers’ online behaviour, preference history, location, demographic or similar personal data to present tailored ads. Targeted advertising is allowed only if consumers receive direct and easily accessible information on the criteria used and how those criteria can be changed. Paragraph (3) states that where it is known, or reasonably expected to be known, that the consumer is a child, targeted advertising using profiling methods based on personal data is prohibited.

Separately, amended Article 18 requires clear, understandable, distinguishable disclosure when artificial intelligence or other software is used in a way that may materially influence consumers’ economic behaviour, or when AI-generated digital characters indistinguishable from real persons appear. Article 27 additions prohibit ads that falsely present an AI digital copy of a real person as having used or endorsed a product.

UA buyers should rebuild Türkiye age and interest segments so child-likely inventory is not profiled for personalisation, and label generative-AI game creatives where the regulation’s disclosure triggers apply.
