vivo game centre: no IAP without ISBN; paid-game qualification table

vivo Open Platform game review norms (updated 6 May 2026) state that games without an NPPA approval number may not carry any form of IAP billing, and set distinct free vs paid qualification packs including ISBN issuance letters.
vivo’s 开放平台游戏审核规范 (update stamp on the page: 2026-05-06 22:25:44), opened 20 September 2026, is the store’s game-review rulebook for the Android game-centre path.
Documented rules
- No ISBN, no IAP. Clause 1.1.2: under national rules, mobile games not approved by the competent press/publication authority may not operate commercially in Mainland China — “没有版号的游戏不得有任何形式的内购计费内容.”
- No shared qualifications. Clause 1.1.3: game qualifications must not be reused across titles.
- Mobile-only intake. Special clauses limit intake to titles whose ISBN / copyright category is mobile; “移动-休闲益智” ISBN rows are directed to the single-player lane.
- Paid vs free packs. Paid games require software copyright and the online-game ISBN issuance letter / approval reply (plus operator authorisation if the developer is not the ISBN operator), together with vivo’s disclaimer letter. Free games can ship on copyright + disclaimer, with extra notes if an ISBN is nonetheless supplied.
Limits
| Field | Evidence or limit |

| Doc update | 2026-05-06 |
| No-ISBN IAP | Prohibited |
| Paid-game ISBN | Required |
| UA creatives / ad formats | Not this document |
| Not established | Exact joint-ops fee schedule |
A China soft-launch plan that assumes vivo IAP without an ISBN contradicts this primary rulebook.
