Vietnam local payment methods on a first Android test

Purpose

Block a Vietnam Android soft launch until licensing, local payment connectivity, and ad/age marks required under Decree 147/2024/ND-CP are evidenced.

Primary digest

The official game.gov.vn English digest of Decree 147 (ABEI / MOCST) requires, among other conditions for providing game services:

• a Vietnam-established enterprise (foreign publishers noted against investment/WTO capital limits on that page);
• technical systems for payment connections with payment service providers and payment intermediaries, with accurate archives and player lookup of payment-account detail;
• Vietnam phone verification of players; under-16 accounts registered/supervised by parents or guardians;
• continuous display of age-classification results in introduction, advertising and release;
• no advertising of online video games without the relevant G1 release decision or G2–G4 release confirmation;
• ads/introductions to include game name, age classification, and warnings of unwanted physical/mental impacts.
