Publish the 2026 festival calendar to UA 60 days out

Late festival calendars force recycled creatives. Publish a dated 2026 sheet—CNY, Ramadan/Eid, Japan GW, Chuseok, Diwali, BF/CM, year-end—at least 60 days before each window.
UA teams that receive festival dates inside the creative SLA recycle last year’s art.
Operator rule
Publish an internal 2026 festival calendar with owner, geo, creative SLA and confirm-state columns at least 60 days before each window opens. Update moon-sighting rows when local authorities confirm.
