Privacy loss did not make creative less measurable. It made the ad itself carry more of the work of finding and qualifying the right player.

Reduced user-level visibility, the practical effect of Apple's App Tracking Transparency framework and the platform-level attribution models that followed it, didn't make creative less measurable. It made the ad itself responsible for producing an interpretable signal; a strategist can no longer lean on granular audience data to cover for a vague concept. The job title stayed the same. The job didn't.

After privacy loss, the asset is part of targeting now

A clearly expressed motivation attracts a more coherent audience than a generic spectacle does, now that the platform holds less user-level information to refine delivery on its own. Creative strategy therefore includes choosing which player to invite, and which player to politely filter out, through the specificity of the promise itself rather than through an audience segment built on device-level signals that no longer arrive reliably. A concept aimed at "anyone who might install" recruits noisily under these conditions in a way it didn't five years ago, when a platform's targeting could quietly correct for a woolly ad.

Work with directional evidence

Strategists need disciplined naming and controlled variants, plus repeated patterns across markets, to draw conclusions with less granular data than they once had. The evidence is coarser. Even so, a coherent test system, one that isolates a single tension or mechanic change between variants and repeats the comparison across enough markets to see a pattern, can still show a reliable direction without individual-level attribution. What has changed is the tolerance for sloppy testing: a study that a large enough sample of individually tracked users once rescued now needs a cleaner design from the start.

In practice this means fewer simultaneous variables per test, even when that feels slower than the old approach of launching a dozen loosely related edits and letting the platform's targeting sort out which one worked for which audience. A strategist changing one tension at a time across a controlled set of markets will take longer to reach a conclusion than a strategist who used to change five things at once and trust granular attribution to untangle the result; the first approach still produces a conclusion worth trusting, and the second increasingly doesn't, because the data that used to do the untangling isn't reliably there any more.

Slower, but real.

Adjust's session data reinforces the point

Adjust's gaming report published this month found the global paid-to-organic install ratio up 61% year on year, alongside an ATT opt-in rate of 39% in the first quarter, only slightly ahead of the same period a year earlier. Opt-in rates that plateau rather than recover mean the industry should plan around a persistently partial view of user-level data rather than wait for it to return, which raises the value of exactly the kind of directional, pattern-based testing a strong creative strategist can still run without it.

What the role looks like now

The modern strategist spends less time requesting a narrower audience segment and more time refining the proposition itself until it filters for the right player on its own. That's a genuinely different skill from the one the job used to reward, closer to editing and research than to targeting configuration, and studios hiring for the role should weight for it accordingly rather than assume the job hasn't changed and simply has a smaller dataset attached.

It also changes what a strong portfolio review looks like. A review built around audience segments, this concept for this lookalike, that concept for that interest cluster, is reviewing a targeting apparatus that increasingly doesn't exist in the form it used to. A review built around motivation and mechanic, checking whether each concept's promise is specific enough to filter for the right player unaided, is reviewing the lever a strategist now controls most directly. None of this is a temporary adjustment to wait out. The modern strategist is part researcher and part editor, with a portfolio manager's instincts on top; taste matters most when it's attached to a falsifiable hypothesis, and that combination, rather than access to granular targeting data, is now the scarce skill behind a strong creative programme.
